Sapient creatures will never be unified under one banner. There will always be some people dissatisfied with the status quo, people who want to stand up to the current establishment, no matter how benevolent it is. Periods of peace, when these elements are small and not very active, are possible, but eternal peace cannot be achieved. That is the price of free will.
