The Kijin we have encountered so far have all been hostile...yet I cannot say the same for every single one I have fought, especially before my time with the Unity Group. Some emerged from the Gates dazed and confused...
The Foundation's existence proves that we can suppress our instincts...so, there may be those who are no longer hostile within that prison, and simply wish to escape.
